Attempted to export miniature vertical gyroscopes, items appearing on the United States Munitions List (USML), from the United States to Pakistan without the required licenses; pled guilty on June 21, 2016 to conspiring to export a defense controlled item without a license; sentenced on September 1, 2016 to 33 months in prison.
From June 2012 to August 2014, conspired to export eight VG34-0803-3 miniature vertical gyroscopes from the United States to Pakistan, via Belgium; planned to supply the items to Pakistan’s Advanced Engineering Research Organization (AERO) for a military unmanned aerial vehicle (UAV) program; AERO has used a network of front companies and intermediaries to illegally procure sensitive U.S. technology for the development of Pakistan’s missiles and UAVs.
Communicated with an undercover agent in Arizona who claimed to represent a defense-related export company to arrange the transaction; facilitated $30,000 in payments by AERO for the purchases through the National Bank of Pakistan to a U.S. bank; was involved in the falsification of transaction documents to conceal the fact that the items were restricted; allegedly also attempted to export ten VG800CA-200 gyroscopes and ten optical receiver modules from the United States to Pakistan on behalf of AERO without the required licenses; allegedly falsely listed Innovative Links, an AERO-controlled front company, as the purchaser.
Serves as an official at I&E International and Data Systems, two Lahore-based companies that share contact information; reportedly affiliated with Lahore-based Public Drawing Stationary Store (Pvt) Ltd. and Public Surveying Systems.
Arrested in Belgium on August 26, 2014.
A Pakistani national; 71 years old as of September 2016.
