Emeritus Professor Gary Milhollin of the University of Wisconsin Law School serves as President of the Wisconsin Project. Professor Milhollin holds degrees in engineering and law, and was an Administrative Judge, part-time, at the Nuclear Regulatory Commission for more than a decade. He has also been a consultant on nuclear arms proliferation to the Department of Defense. He has practiced international corporate law in New York and Paris, and has taught courses on nuclear arms proliferation at Princeton University as well as at Wisconsin. Professor Milhollin directed the Wisconsin Project on Nuclear Arms Control for twenty-five years. His articles and research reports have been cited and quoted widely in the international press, and he has testified frequently before Congressional committees.

The Wisconsin Project is directed by Ms. Valerie Lincy. She oversees the Project’s two principal projects, the Risk Report database and the Iran Watch web site. She provides training as head of the Risk Report team that visits foreign countries. As the editor and principal investigator for Iran Watch, she bears the main responsibility for building, populating and maintaining the site, as well as writing articles for publication, organizing and presiding at roundtables, and conducting associated research. Ms. Lincy graduated from Smith College, Cum Laude, and received an M.S. in foreign service from Georgetown University. Before coming to the Project, she worked as a researcher in the Paris bureau of the New York Times and as a researcher in Washington-based non-profit institutes.

Mr. Matthew Godsey is a senior research associate who also serves as the editor of the Project's Risk Report database. He oversees staff research to populate the Risk Report and is responsible for content, production, and maintenance of the database. He also helps track companies and countries of proliferation concern, with much of his research focused on China. Mr. Godsey resided in Taiwan for a number of years, and reads and speaks Mandarin Chinese. He graduated from Colby College and received an M.A. in international policy studies from the Monterey Institute of International Studies, with a certificate in Non-Proliferation Studies.

Ms. Bridget Van Buren is the Project's senior operations associate. She also serves as the assistant editor for the Iran Watch web site. She helps track companies and countries of proliferation concern, and assists in the maintenance and population of the Risk Report database. She also helps to provide training to Risk Report subscribers. Ms. Van Buren graduated from the University of Southern California, received an M.A. in international politics from American University, and received a J.D. from American University Washington College of Law. Before coming to the Project, she worked as a law clerk at the U.S. Nuclear Regulatory Commission.

Ms. Emily Kilborn is a research associate who assists in the maintenance and population of the Risk Report database and of the Iran Watch web site. She helps track companies and countries of proliferation concern, with a focus on India and Pakistan. Ms. Kilborn graduated magna cum laude from Middlebury College and received an M.S. in Foreign Service from Georgetown University where she concentrated in international relations and security. She comes to the Project with previous experience working on biological nonproliferation issues in Washington-based non-profit institutes.
